Position Description

The purpose of this position is to provide clinical and clerical support to the school-based clinics and to ensure customer service needs are met in a professional manner. This position also assists the Nurse Practitioner (NP)/Physician's Assistant (PA), MD, Nutritionist (RD), Health Educator (HE), and mental health staff with client (customer) care as needed.

Job Duties and Responsibilities

  1. Prepare clients for visit, obtaining height, weight, BMI, vital signs as needed and current concern. Document results in electronic medical record -NextGen.
  2. Assist medical providers in clinic treatment procedures such as IUD (intrauterine device) insertions, dressing wounds and immunizations.
  3. Perform lab tests as directed by medical provider including urinalysis dipstick, rapid strep, hemoglobin, urine pregnancy tests. Perform venipuncture as needed.
  4. Prepare lab specimens for lab courier.
  5. Administer over the counter medications as directed by medical providers and document in medical record.
  6. Ensure billing encounter forms accurately reflect provider, diagnoses and services rendered in the electronic medical record billing charge template(superbill).
  7. Greet all clients as they enter the clinic for appointments and verify and/or change demographic and insurance information in the electronic practice management system.
  8. Utilize electronic medical record/practice management system to record clinical data, register and schedule appointments, review records and run regular reports.
  9. Verify insurance in state database and immunizations in Minnesota Immunization database and in the MPS student record (Discovery) at very visit.
  10. Assist clients in completing registrations and Minnesota Family Planning Program applications as indicated.
  11. Make referrals to agencies to assist with health insurance coverage, as needed.
  12. Maintain all client records/charts and other correspondence regarding clinic inquiries.
  13. Utilize electronic medical record/practice management system to record clinical data, register and schedule appointments, review records and run regular reports.
  14. Maintain confidentiality of all client data. Adhere to HIPAA policies. Maintain waiting room environment in such a way that is conducive to confidentiality.
  15. Complete MA only visits including immunizations. This includes contraceptives, vaccines, and condoms among other services provided.
  16. Participate in Public Health Emergency Preparedness training and response as needed and assigned by the department.

WORKING CONDITIONS:
Medical clinic in a high school setting. Working with adolescent client base.
Required Qualifications

MINIMUM EDUCATION:
Completion of Medical Assisting program from an accredited school.

MINIMUM EXPERIENCE
Two years of related experience.

Equivalency: An equivalent combination of education and experience may be considered.

LICENSES/CERTIFICATIONS:
Must have current medical assistant certification or registration (CMA, RMA or NCMA) within one year of SBC employment. Also requires completion of 60 credits every five years to ensure continuing certification. More health systems are requiring certification in order to accept coding of various procedures.

Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Interview Selection:
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing: All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Union Representation: This position is represented by a collective bargaining agreement between the City of Minneapolis and the American Federation of State, County and Municipal Employees (AFSCME), Local 9.

Eligible List Statement: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established.

Knowledge, Skills and Abilities

  1. Must have demonstrated experience working with diverse populations.
  2. Proficient one on one communication and customer service skills and ability to relate well to adolescents.
  3. Must possess basic client care giving skills with strong desire and skills to help adolescents solve problems and obtain necessary health care services.
  4. Knowledge of clinic operations, including skills to administer routine medical tests and medical terminology.
  5. Perform venipuncture and inhouse labs (Strep tests, Urine pregnancy tests, rapid HIV etc.) per medical provider orders.
  6. Ability to interview clients to obtain health histories and to provide health care information.
  7. Knowledge of and ability to use diagnostic instruments, such as stethoscopes, audiometers, centrifuge, thermometers, and other medical devices.
  8. Ability to explain the purpose and nature of various medical tests to clients.
  9. Ability to make reasonable and appropriate decisions in problem solving, good judgment.
  10. Strong organizational skills and the ability to handle multiple tasks simultaneously, with frequent interruptions, in a fast-paced environment.
  11. Awareness of data privacy laws, and regulations regarding medical information.
  12. Competency in or ability to learn Electronic Medical Record and scheduling software.
  13. Knowledge of medical coding
  14. Must have computer, fax, and copy machine skills as well as basic ability in typing.
  15. Microsoft Office, Word, Excel experience
  16. Bilingual skills are preferred.
