  • Summary/Primary Objective of Position:
    Under limited supervision, serve as the designee for the Executive Director of Operations and Finance to guide, administer and manage all aspects of the department and programs. Leads, develops, and implements best practices and strategies that align with the School Board's goals to provide the best service for students and internal customers. Responsible for managing daily operations relative to the provision of school buses including activities, contracts, enrollment including open enrollment processes, and student accounting.
    Job Duties/Responsibilities:
    1. Direct Supervision of all Student Accounting and Transportation staff. Provide direction and supervision of the District's student accounting system, Census, Minnesota Automated Reporting Student System (MARSS), and MDE Ed-Fi SIS reporting and submissions. Ensure that all local, state and federal reporting requirements are met.
    2. Oversee the daily transportation of resident public, nonpublic, and students receiving special education services in the District, including overseeing all bus routing and scheduling.
    3. Oversee the District's open enrollment program, including the review of student applications and tuition transfer agreements.
    4. Direct systems for saving, storing, maintaining and retrieving student records.
    5. Supervise the team member who serves as the primary District contact for bus companies.
    6. Assists the Executive Director of Finance & Operations in procuring bids or negotiating busing contracts.
    7. Coordinates with principals and bus company for the planning of the school instructional day, school bus routes and the dissemination of bus route information. Work with building principals and bus company representatives to resolve any student behavior or transportation safety issues.
    8. Serve as a member of the District's administrative team and actively participate in the development, implementation, and achievement of mutual commitments tied directly to the District's strategic plan.
    9. Implements state and federal regulations and School Board policies related to enrollment, student accounting and transportation.
    10. Oversee the department budget and approve the requisitions for supplies, equipment and materials necessary for the operation of the department.

    Position Specific Responsibilities Might Include:
    1. Direct supervision of Student Accounting and Transportation Coordinator, clerical support and Transportation Routing Assistants.
    Training and Experience:
    1. Bachelor's degree in transportation management or business administration with 5 years of training or experience in management, transportation supervision, routing, budgeting and computers; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
    2. Evidence of successful record of past performance applicable to performing the duties of the position, including supervisory experience.
    3. School district and/or public sector experience is preferred.
    Licensing Requirements:
    1. None.
    Knowledge and Skills:
    1. Evidence of proficient computer skills in student accounting systems (e.g. Skyward) and other systems such as Microsoft Word and Excel.
    2. Evidence of excellent human relations and problem-solving skills.
    3. Demonstrated ability to work with a minimum of supervision and in a team environment.
    4. Demonstrated ability to meet deadlines and prioritize multiple tasks simultaneously.
    5. Strong communication skills and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
    Physical Requirements:
    Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

    Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
