Position Description

*Please note that this position is only open to City of Minneapolis employees that currently work in the Public Works Department*

Oversee the Water Meter Operations, assist in the management and supervision of the City's Water Distribution operations, maintenance activities and support staff, to ensure conformity to acceptable standards and implementation of Department initiatives.

Work Location: This position currently works on-site only.
Job Duties and Responsibilities

* Assist in the supervision and oversight of the Water Distribution Division.
* Manage and oversee the implementation, training, and support for Maximo Work Management software across Water Distribution operations and maintenance.
* Manage human resource issues and policies, including participation in hiring, conflict resolution, and performance management.
* Participate in short and long range planning for Water Distribution system alteration, operating procedures, equipment design, etc.
* Ensure that staff checks for and enforces specifications outlined in contracts for equipment and services purchased from vendors.
* Analyze and submit proposals for budget, procedure adjustments, equipment needs, etc.
* Develop SOP's and oversee staff training in water main disinfection, use of specialty equipment, and other processes.
* Develop and implement policies and procedures for safety programs.
* Assist in coordinating safety programs, including HAZMAT training, Right to Know, and Confined Space Entry.
* Function as the Superintendent, Water Distribution as needed for absences.
* Assist Principal Professional Engineer / Superintendent of Water Distribution in developing and managing Water Distribution operating and capital improvement budgets.
* Develop and implement Business Risk Exposure tool for asset management, managing the consultant for a system-wide water leakage assessment survey.
* Oversee water metering operations in the Water Distribution Division. Ensure that automated remote read success rate goals are being met, that commercial meter testing PM's are being performed. Coordinate with Vendors and Finance Utility Billing to resolve issues and implement process improvements that ensure that metered account reads are accurate and are billed monthly.
* Approve materials and contractual services expenditures in the City's financial system (Compass).
* Support Water Distribution's stores activities and act as liaison with the Water Department's Inventory Manager and the City's Finance Department to resolve high level issues.
* Ensure technical guidance and training is provided to Water Distribution staff to ensure compliance with standards, answering questions related to disinfection of Water system components and troubleshooting Water Distribution system issues,
* Project coordination with other Public Works Divisions. Example: On a street reconstruction project, coordinating Water Division activities with other Divisions and/or contractors to optimize staging and overall project schedule
* Divide projects in milestones; assign tasks to City staff or to the project consultant to ensure completion of the work on time and on budget.
* Schedule and facilitate meetings to complete and coordinate project activities with subject matter experts within the Division and external to the Department.
* Prepare estimates for reimbursable projects.

Required Qualifications

Minimum Qualifications:
Bachelor's degree in Engineering, Project Management, Business Administration, or Equivalent

Minimum Experience:
Five years of experience as a project manager or in a supervisory capacity being responsible for project activities, in a similar environment - or -

Equivalency:
Associate Degree in a related Field, with eight years of increasingly responsible supervisory and project management experience in a comparable Water Utility.

Desirable Qualifications -- Language
Bilingual skills in Spanish, Somali, Amharic, Oromo, Hmong, Vietnamese and/or Lao.

Desirable Qualifications -- Cultural competency
Ability to relate and work effectively with people from diverse cultural, economic and ethnic backgrounds.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (80%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

* Class A MN Water Treatment Operator License desirable.
* Prior experience overseeing drinking water operations and improvements is desirable.
* Strong project management skills.
* Leadership skills and the ability to provide direction to others.
* Strong communication skills and ability to effectively interact with staff and consultants
* Strong analytical skills, and the ability to analyze information and draw conclusions and make recommendations.
