Position Description

The Anoka County Job Training Center's mission is to contribute to the success of individuals and employers through workforce development services. The department is seeking a manager who will direct, evaluate and monitor the day-to-day operations of the Job Training Center's fiscal, data management, and intake services. In this position, you'll be responsible for controlling the development and administration of the departmental budget with many funding sources and costs allocated to different grants or funding streams. You'll also provide programmatic guidance as well as ensure compliance and funding guidelines.

This is a full-time, exempt, hybridposition. Interviews will take place the week of May 6th, 2024 for those selected to move forward in the hiring process.

Pay & Benefits

  • Salary: $80,516 to $96,616 ($38.71 to $46.45 per hour).
  • 2024 Anoka County Salary Schedule Grade 36. $80,516 to $112,715 ($38.71 to $54.19 per hour).

Work Location

  • This position will work at the Blaine Human Services Center, located at 1201 89th Ave NE, Blaine, MN 55434.
  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
  • Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Job Training Center.

  • Plan, develop and monitor the Job Training Center's fiscal systems ensuring functionality and integrity of financial budgeting and recordkeeping.
  • Prepare annual operating budget for the department to ensure compliance with federal and state regulations.
  • Develop program and grant budgets and provide ongoing monitoring of these budgets and grant spending.
  • Prepare fiscal and grant modification reports on all grants.
  • Review and authorize purchases, payroll, check requests and classroom training authorizations.
  • Review and approve requests for client training and support services expenditures per policy.
  • Participate in research and policy development at the state and local level for future programmatic needs and act as a liaison with state officials, auditors, and other partner agencies.
  • Assist in the development of departmental financial policies and procedures.
  • Partner with legal to establish interagency contracts and agreements. Write and review contracts.
  • Interpret program and legislative regulations and guidelines.
  • Develop and implement program plans and complete program evaluations/monitoring guides. Monitor budgets and performance standards.
  • Manage business operations and contribute to planning for employment and training programs and events.
  • Provide programmatic guidance resolving difficult cases and client situations.
  • Manage teams within a sub function for the Job Training Center and provide direction to prioritize workloads, train/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor's degree and at least 5 years of job-related experience
  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in Accounting, Business or related field
  • Previous leadership and supervisory experience
  • Previous experience in fund or grant accounting
  • Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge
  • Ability to analyze, develop and interpret rules, regulations, policies and practices
  • Strong verbal and written communication skills

Physical Demands and Work Conditions

  • Standard office environment
  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness
  • Hearing abilities required for general and phone communication, signals, and machine sounds
  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work
  • Occasional lifting of 10-20 lbs.
  • Equipment used includes computers, phones, and standard office equipment
  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle
