This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

How your work would contribute to our organization and the Twin Cities region:
The individual in this role will be focused on the active engagement of future job candidates and strategic community-based partners to build and maintain a robust and diverse talent pipeline specific to current and future job categories needed within Environmental Services. The role is also charged with the active engagement of Environmental Services' employees and managers to develop and sustain meaningful programs and initiatives that support a workplace culture where all ES employees can belong, contribute, and grow. In this role, the individual will be required to regularly visit community partners at external locations, job fairs, recruitment, and community events to build relationships and represent Environmental Services to residents of the region. This individual serves as a liaison to the Council's Human Resources, Public Engagement, and Community Outreach departments to coordinate Environmental Services' representation, perspectives, and resource utilization.

Full Salary Range
$29.60 to $44.82 per hour
$61,755 to $93,226 annual

Note: Although the full salary range is displayed the hiring salary will be determined based on the final candidate's qualifications, and the Council's internal pay structures for the position.
What you would do in this job

  • Lead identification, development, funding recommendation, and implementation of internal and external diversity and inclusion-centered outreach opportunities.
  • Lead, develop, and implement strategic career-centered community outreach and engagement programs to establish an external employee talent pipeline centered on historically disenfranchised populations within the region.
  • Serve on division and Council training steering teams making recommendations for workforce and equity-related training and learning opportunities.
  • Develop, maintain, or improve ES employee engagement programs including employee recognition, and employee professional development.
  • In partnership with Human Resources and the Office of Equal Opportunity, support workforce outreach and recruitment strategies for ES,
  • Implement employee retention and belonging-related initiatives.
  • Develop and implement, in partnership with managers and Human Resources, effective position-specific, workforce plans, and targeted outreach campaigns.
  • Develop and maintain an annual plan for internal cultural inclusion programs and events.
  • Deliver consultation to managers on issues of cultural awareness and sensitivity to workplace policy and procedures.
  • Coordinate, with Treatment Services, plant and conveyance systems tours education-centered partners, and groups.
What education and experience are required for this job (minimum qualifications)

Education/Experience:
Any of the following combinations of experience conducting outreach and engagement and/or completed education (degree field of study in sociology, public administration, human resources, community cultural development, or related field):

  • HS Diploma or GED with five (5) years of experience.
  • Associate degree with three (3) years of experience.
  • Bachelor's Degree with one (1) year of experience.

What your work environment would be:
Work is performed in a standard office setting in the administration building of the large Metropolitan treatment plant in St. Paul. Reliable, personal transportation is required as travel will be required between the primary work site and other site offices and treatment plants in the Twin Cities Metropolitan area. Other work sites may not be accessible by public transit.
