JOB SUMMARY:

The Facility Administrator's job is to manage the operation of the Facility by establishing, developing, planning and organizing the operations and functions of the Facility. Supervises Director of Nurses, registered nurses: preoperative, operating room, postoperative, and ancillary personnel. Indirectly oversees materials management, admitting, registration, and business office personnel with assistance from direct supervision from respective director levels.

QUALIFICATIONS:

  • Must be a graduate of an accredited school of nursing, have a current state license, an understanding of regulatory and clinical issues, and possess operating room and management experience
  • BSN, BA or MBHA preferred.
  • Minimum 2 years management experience preferably in ASC environment with knowledge of facility functions that relate to patient care, admitting and registration process, fiscal management, cost controls, budgeting, coordinating, building physician relations, development of policy and procedures, and working closely with administrative and medical staff in marketing and patient care service functions.
  • Computer experience required in windows, spreadsheet, and word processing.

MENTAL DEMANDS:

Requires frequent and constant judgment, leadership, and the ability to make decisions and solve problems immediately/occasionally in response to disasters or emergencies, actual events or drills. Require language skills for constant high-level written and interpersonal communication in American English.

PHYSICAL DEMANDS:

Requires high-level visual and auditory acuity for participating in and monitoring patient care activities. Ability to move frequently throughout the Facility, ability to sit for long periods, occasional overhead and low reaching, demonstrates ability to lift and/or carry over 20 pounds on a regular basis and demonstrates ability to push/pull over 25 pounds on a regular basis.

RESPONSIBILITIES, ESSENTIAL FUNCTIONS, AND OBJECTIVES:

  1. Supports the philosophy, goals, and objectives of the Facility.

1.1 Perform according to approved policies and procedures.

1.2 Participate as a team member in support of the total perioperative process.

1.3 Consider patient rights in the performance of job duties and responsibilities.

  1. Contribute to the progress and development of the Facility's adopted Quality Management Program.

2.1 Perform according to approved continuous quality improvement policies and procedures.

2.2 Support risk management and participate in programs directed to patient and employee safety.

2.3 Objectively evaluate suggestions, grievances, and processes to identify opportunities to improve performance and quality of care.

2.4 Implement the practices and regulations adopted to provide safety in the health care environment.

2.5 Monitor patient care programs and review procedures and outcome standards and criteria.

2.6 Monitor the Facility's physical environment and initiate methods for maintaining safety, comfort, cleanliness and orderliness; report physical environment status to the Methodist McKinney Hospital President.

2.7 Analyze data from Quality Management Program and prepare reports and recommendations for evaluation.

2.8 Successfully contribute to the quality management process and identify role and contributions.

3.4 Coordinate communication notices between the Methodist McKinney Hospital President and the Facility's staff members.

3.5 Promote effective communication between the admitting/business office, patient care areas, and physician's practice.

  1. Maintain and promote professional competence by participating in and organizing continuing education and other learning experiences.

4.1 Participate in committees, conferences, and quality improvement activities including monthly Nueterra Healthcare meetings for the Facility.

4.2 Organize teaching programs in the Facility for employees and physicians on topics of special interest to outpatient surgery.

4.3 Submit requests for staff training programs and maintain required documentation verifying attendance and completion of educational opportunities by patient care staff.

4.4 Schedule in-service meetings and staff meetings. Enforce attendance requirements at in-service programs and staff meetings.

4.5 Organize orientation and staff development programs to meet identified learning needs.

4.6 Ensures evidenced-based practices are integrated into daily practices in clinical setting through various measures.

4.7 Maintain membership in relevant professional organizations; attend and participate in professional meetings, workshops and in-service programs.

4.8 Seek new learning experiences by accepting challenging opportunities and responsibilities.

  1. Adhere to safety policies and procedures in performing job duties and responsibilities. Direct staff adherence to safety policies and procedures.

5.1 Review and monitor activities related to safety and infection control policies and procedures. Monitor all incidents reported to assure that they have been appropriately documented, investigated, reviewed with staff, and resolved.

5.2 Review with Methodist McKinney Hospital President, observed or suspected safety violations, hazards, and policies and procedures noncompliance.

5.3 Observe safety measures in own performance of job duties and responsibilities and enforce staff compliance with safety policies and procedures.

5.4 Respond to emergency situations with competence and composure.

5.5 Review staff members' compliance with sterilization process and handling and storage of sterilized supplies and instruments.

  1. Oversight to insure accepted perioperative principles and practices to patient care activities in the Facility.

6.1 Provide oversight of coordination of daily personnel assignments and ensure that delegation of duties is according to experience and skill level.

6.2 Coordinate patient care activities thrrough Director of Nursing to insure medical staff and health team members provide continuity of patient care.

6.3 Assist the Facility's staff in identifying and solving nursing care problems.

6.4 Oversee all nursing activities during an emergency to verify that patient needs are met.

6.5 Participate in primary care of patients as needed and make rounds to verify that patients' needs are met.

6.6 Enforce the implementation of nursing practice standards to provide quality patient care.

6.7 Recommend revision in patient care policies and procedure as necessary to conform to accepted principles and practices.

  1. Oversight of day-to-day supervision of the Facility and its employees and sees that activities are carried out in accordance with established policies and procedures.

7.1 Oversight of review and approve daily staffing schedules. (DON responsibility.)

7.2 Oversight of preparation of daily time and attendance sheets. Document on-time sheets for the Facility and Methodist McKinney Hospital President justification of overtime hours per pay period.

7.3 Oversight of the review of the schedule of procedures, on a daily basis with DON.

7.4 Interpret and implement established policies and procedures of the Facility. Direct staff adherence to established policies and procedures.

7.5 Chair or participate in designated committees at the Facility.

7.6 Monitor operational activities, maintain data, and submit reports to Methodist McKinney Hospital President, as requested.

7.7 Assist with planning the capital and operating budget based on the financial data collected during the fiscal year.

7.8 Submit reports on the Facility's fiscal, human, and material resource requirements.

7.9 Serve as a liaison between patients, families, nursing, and medical staff to coordinate quality patient care.

7.10 Promote harmonious relations and favorable attitudes among the health care team.

7.11 Coordinate and delegate collection of information for preparation of risk management reports to be presented at Quality Management Meetings.

7.12 Provide oversight of Admitting/Registration process.

7.13 Provide oversight of Medical Records completion process. Monitor variance reports. Coordinate process to resolve medical record deficiencies.

7.14 Oversight, along with the Medical Staffing Manager the coordination of the credentialing process for medical staff and personnel. Review with assigned staff to ensure that all staff medical records are updated and current.

  1. Apply management principles to coordinate procedures for the ordering, use, cleaning, and maintenance of patient care equipment and supplies.

8.1 Promote cost-effectiveness and implement procedures to control waste.

8.2 Monitor the care and cleaning of equipment to maintain proper working condition.

8.3 Identify and evaluate the need for items relative to trends and physician requests. Present physician requests for equipment or instruments that have not been approved as part of the Facility's capital asset budget. Adhere to purchasing policies for capital assets and excessive cost items.

8.4 Review with Methodist McKinney Hospital President that inventory par levels are being maintained and both supplies, and equipment are available to meet patient needs.

8.5 Oversight and collaboration with Materials Management Director of purchase orders to replenish inventory and to order new products

8.6 Oversight and collaboration with Business Office Manager and Business Officer Director of required documentation is current and complete.

8.8 Assist in the monitoring and management of operating costs to determine that cost containment procedures are enforced with other key stakeholders (Director of Materials Management and Business Office Director, CFO)

  1. Onsite management coordinator for staff development.

9.1 Manage hiring processes for recruiting and interviewing. Collaborate with HR manager at Methodist McKinney Hospital on termination or offboard processes.

9.2 Oversight of annual evaluations for all staff.

9.3 Oversight of staff training coordination during initial orientation and annual re-orientation phases.

9.4 Ensure all employee files in accordance to established policies and procedures, federal and state regulations. All files to be maintained by Human Resources Manager.

9.5 Ensure Human Resources Manager will conduct exit interviews of all employees as well as complete termination reports upon approval of termination from Methodist McKinney Hospital President.

9.6 Maintain staffing levels based upon budget

9.7 Analyze and evaluate the performance of the patient care staff and counsels as appropriate.

  1. Provide oversight of daily supervision of admitting office functions.

10.1 Review the admissions process with staff to ensure admission criteria are in place and being followed such that admissions are being appropriately verified; patients are being notified of deposit requirements, if applicable; and corrective measures are being initiated when problems occur. Collaborate with Business Office Director to create action plans to address.

10.2 Review and authorize all requests for medical records release with collaboration with Hospital HIM Manager.

10.3 Review with staff the preoperative assessment process and initiate corrective measures when problems occur.

  1. Coordinate daily Facility financial activities.

11.1 Monitor operating costs to determine that cost containment procedures are enforced. Review monthly financial reports with Chief Financial Officer for variances from budget.

11.2 Coordinate staff adherence to the cash and accounting controls established by Methodist McKinney Hospital. Review on a periodic basis that staff are practicing the guidelines as established.

  1. Work with Methodist McKinney Hospital to design and organize a safe, accessible, effective, and efficient environment of care consistent with the mission and services of the Facility and pertinent laws and regulations.

12.1 Implement and manage safety/security plan.

12.2 Implement and manage OSHA hazardous communication plan.

12.3 Implement and manage emergency preparedness plan. Determine that fire and disaster drills are conducted and documented in a timely manner.

12.4 Implement equipment and utilities management system.

  1. Submit revised and/or new procedures for review and approval by ASC Group Vice President.
