Salary range is $100k to $200k, with a midpoint of $145k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction from the ST Quality Director and as a Quality leadership role for major Sound Transit corridor projects, this position plans, directs, manages and oversees the implementation of Quality Management Program and processes of multiple large and complex design and construction projects. Provides highly responsible and complex administrative support to the Quality Director.

Qualified applicants will have working knowledge in the fundamentals of capital project delivery in a public domain and be equipped to function well in a "trailblazing" environment and make progress in ambiguous territory. The ideal candidate will have the ability to coordinate with multiple stakeholders and facilitate cooperation. This includes tracking details, collaborating with diverse staff, facilitating meetings, writing/reviewing documents, communicating clearly, exercising independent judgment, taking initiative, and making informed decisions. In addition to serving as a team member of the Quality Team, the position is required to embody the agency values, incorporate principles of equity and inclusion, and serve as a change management champion.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Collaborate and resolve complex project Quality issues with Project Managers/Directors on behalf of ST Quality and Quality Director for timely and effective decision making and communication for project delivery; facilitate resolution of quality issues agency counterparts to ensure effective resolution at the project level.
  • Monitor the performance of ST Quality Management System (QMS) priorities and strategies in conformance with the agency Quality Management System Plan (QMSP); maintain awareness of trends and developments related to quality.
  • Ensure Contractors, Consultants, and Construction Management Consultant (CMC) | Design Build Project Management (DBPM) staff are consistently implementing Federal Transit Administration (FTA) and Agency Quality requirements on an ongoing basis to achieve continuous improvement; attend Corridor Project Management Oversight Committee (PMOC) monthly and ad hoc meetings; support and coordinate with FTA/PMOC representatives for major project/corridor Quality issues.
  • Direct ST Quality staff located in the field who monitor, report, and ensure implementation of the approved Project Quality Management Plan (QMP) in conformance with the agency QMSP, and agency and project quality requirements while providing a full-time on-site field presence to strengthen reporting of project quality issues for more visibility and awareness and ensure quality activities are performed in accordance with FTA and agency quality requirements, agency approved plans, and contract requirements.
  • Direct ST Quality staff in the performance of audits, surveillances, initiatives and issues for the conformance to contract document requirements between the Agency and its contractors, consultants and other associated organizations; develop and issue procurement documents for Quality consultants and manages Quality consultant contracts.
  • Coach, train and motivate staff; manage Quality staff workflow and prioritization, conduct ongoing/annual performance reviews, provide technical and quality management guidance and direction, develop plans for expectations and opportunities for staff performance and/or improvements as appropriate/necessary.
  • Demonstrate understanding of project management, principles and practices and advanced project management techniques and principles, design engineering, construction management, construction inspection, and construction materials and methods, including use of materials, equipment, means and methods of construction, construction safety, temporary construction structures, risks in construction associated with materials, methods, and Quality.
  • Optimize and/or implement processes and procedures for Quality management of design and construction projects delivered with Design-Bid-Build, Design Build, Progressive Design Build and/or General Contractor/Construction Manager (GC/CM) delivery methods; provide insights for opportunities in continuous improvement.
  • Coordinate and collaborate with Agency counterparts to ensure quality requirements are visible, planned, and incorporated in project requirements, basis of design, and scope of work, construction contract requirements and facilities.
  • Manage and coordinate design and construction Quality management activities of complex System Expansion Projects (SEP), Service Delivery Projects, and State of Good Repair (SOGR); participate as a multi-discipline team member during planning, design, construction, and transition to operation phases.
  • Assist in the development and update of Agency Quality plans, procedures, and programming strategies; prepare and present staff reports and other necessary correspondence to ST Leadership.
  • Ensure processes, policies and practices are interpreted and applied consistently and effectively; ensure accountability and conformance with Agency policies and procedures, rules and regulations.
  • Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Engineering or closely related field with five years of experience in the transit and/or transportation industry that includes quality management experience in an engineering/construction/transit related field; OR an equivalent combination of education and experience. Three years of leadership, budgetary, planning and workforce management experience.

Required Licenses or Certifications:

  • Professional Engineer or Architect license.

Preferred Licenses or Certifications:

  • American Society of Quality Certified Quality Auditor (CQA) certification.

Required Knowledge and Skills:

  • Ability to identify, analyze, and address a wide variety of issues and problems in a mature and highly professional manner in a high-intensity environment.
  • Highly motivated with demonstrated ability to take initiative and to think and plan strategically.
  • Demonstrate solid experience/familiarity in the fundamentals of capital project delivery, preferably in a public domain along with operational characteristics, services, and activities of a construction site.
  • Demonstrate strong management skills; strong relationship management and interpersonal skills, especially working with a variety of people; able to establish and maintain effective working relationships while working independently or as a part of a team.
  • Demonstrate clear and effective verbal and written communication; distill complex, technical information into communications, report summaries, presentations, and talking points for a variety of audiences.
  • Utilize computer software programs to compile and prepare spreadsheets, briefings, and reports (e.g., SharePoint, PowerBI, Smartsheet, Microsoft Office suite).
  • Demonstrate excellent organizational and time management skills including adaptability to meet changing demands and competing priorities with attention to detail and follow-through on all tasks.
  • Ability to coordinate with multiple stakeholders and facilitate cooperation. This includes tracking details, collaborating with diverse staff, facilitating meetings, writing/reviewing documents, communicating clearly, exercising independent judgment, taking initiative, and making informed decisions.

  • Work is performed in a hybrid office environment.
