Brief Job Description

This is a dual role, functioning as Capital Management Coordinator and as a Project Controls Specialist:

  • As a Capital Management Specialist, responsible for the management of all the site capital assets. Capital management includes project cost tracking, financial reporting and asset lifecycle management. This role supports the West Chester Ohio Supply Site capital processes and assists in working with project managers and global counterparts on financial aspects of capital projects in all phases.
  • As a Project Controls Specialist, responsible for effectively and proactively establishing, maintaining, and reporting on cost controls, performance management, change management, risk management, and schedules for projects

Job Responsibilities

Project Controls

  • This position plans and establishes cost and schedule work breakdown structures (WBS) and metrics, collects performance data (expended labor hours and other progress measurements), tracks data, analyzes earned value, productivity and risk analysis, and reports out findings
  • Responsible for updating and maintaining the project controls system and document controls to ensure documents are filed appropriately and work processes are used according to project procedures
  • Reports to the PMO Lead but works directly with the project managers to provide project controls on each project
  • Prepare weekly and monthly or quarterly project control reports that include cost, schedule, risk, and quality sections
  • Generate cost reports including budget/contingency tracking, cost forecast, and cost curve variance of planned vs actual
  • Produce schedule reports including near-term tracking, planned vs actual and milestone variance
  • Prepare and analyze master project/program schedule, baseline schedules, progress schedules, specialty schedules, schedules analysis, and project progress reporting
  • Provide or review schedule updates, produce exception reports of schedule deviations, and recommend recovery plans
  • Develop cost estimates, including conceptual estimates, change order estimates, and other estimates as defined
  • Develop cost report templates, as needed
  • Manage with Project Manager and Construction Manager changes associated with cost and scope (change log)
  • Coordinate with construction management contractors control team: review pencil copy invoices, cash flows, review labor hours, etc.
  • Administrative and document control support for project-related documents
  • Develop and produce reports for project management (PM) staff to monitor the progress and status of the project
  • Prepares PM for internal and external meetings by providing reports, analysis, and backup documentation to assist in the management of the project

Capital Management

  • Key member of CRB (Capital Review Board) & Project Engineering team, engaging stake holders and customers that provides highly effective system support in the areas of strategic capital program delivery and management.
  • Support sites project managers on financial tracking, vendor procurement, invoicing and reporting.
  • Assist in the development, management and training of site users on the capital management process.
  • Assist in site strategic Capital Planning process by gathering and providing site's plan for the Annual Business Update (ABU) and quarterly Rolling Business Updates (RBUs).
  • Work with project managers and project leads to align/update project plans, monitor spending, budgets and schedules according to Capital Approval System (CAS) and Capital Planning System (CPS) submissions.
  • Assist when needed with project justifications and financial analysis, such as, Return on Investment (ROIs), Net Present Value (NPV), etc.
  • Site management of fixed assets, depreciation schedules and asset retirement process.
  • Align with Corporate & Site Finance for monthly reporting metrics, variance analysis, and equipment depreciation schedules.
  • Develop and maintain capital tracking metrics through CAS, CPS and monthly reports.
  • Assess assets for states tax compliance when needed.
  • Support yearly strategic planning initiatives associated with capital investments.
  • Interfaces with engineers, vendors, technicians, facilities staff, and operations personnel to effectively justify and track capital assets from beginning to end of life.
  • Ensures capital standards are properly administrated at the site level while leveraging region / global best practices and synergies.
  • Responsible for coordination and reporting for Site SOX Audits and Compliance.

Minimum Qualifications

  • Ability to analyze business requirements and implement process-oriented solutions
  • Ability to manage and develop cross-functional teams, plan and execute multiple tasks, and effectively manage project controls.
  • Demonstrated sound judgement, good business acumen and strong analytical skills.
  • Results-driven, with an ability to take balanced risks and drive decisions.
  • Excellent verbal, written, interpersonal, and presentation skills. Effectively collaborates and communicates with team members and all levels of leadership.
  • Demonstrated command of project controls planning and collaboration tools


Preferred Qualifications

  • Bachelor's degree, preferably in Engineering, Science, Business, Supply Chain, or other related discipline.
  • A minimum of 5 years of project controls (cost, risk, schedule, reporting)
  • 3+ years business/finance including enterprise resource planning functional utilization
  • Project Management courses and/or credentials are desirable; PMP certification preferred.
  • Experience with lean concepts and tools.
  • Knowledge and understanding of current Good Manufacturing Practices (cGMPs)

Our target base pay hiring range for this position is $80,000.00 - $117,500.00 per year. Actual base pay is dependent upon a number of factors, including but not limited to, the candidate's geographical location, relevant experience, qualifications, skills and knowledge.
