Job Description
Our client, the world's leading search engine and technology company, is seeking a Technical Program Manager. This is a 5 month + contract position located in Bellevue, WA

Summary:
  • The Messages team is committed to delivering the best seamless, platform agnostic RCS and messaging experiences to all users.
  • PE is tasked with supporting a few major missions critical and first of its kind projects including finishing Telecommunication and Telecommunication migration, cross-platform RCS, satellite messaging, RBM, etc., all of which require extensive manual E2E testing and validation.
  • The team is currently not staffed with the right level of capacity to support such work in 2024.

Responsibilities:
  • The Technical Program Manager in this position will work on the Partner Engineering team for the Messages application to help OEMs and carriers with the information that will minimize friction in preloading the app for new device launches.
  • This TPM will work with the test team to run the validation test cases on reference devices for early detection of issues and update the documentation to track the progress for external and internal stakeholders.
  • This TPM will also monitor the performance metrics and compose reports on a periodic basis.
  • Work closely with Engineering and Partner Engineering teams to align project goals, outcomes and implementation details.
  • Lead messaging testing effort for different carriers and OEMs for key features.
  • Draft thorough test plans for messaging launches and features.
  • Troubleshoot/triage issues, driving resolution with cross functional teams, internal and external stakeholders.
  • Track/triage issues using buganizer.
  • Set up and maintain carrier partner's access to reporting, metrics, documentation.
  • Keep track of all test devices critical inventory information systematically (e.g. IMEI, manufacture, current owner, existing build #, latest build #).
  • Project planning test schedule and execution to meet critical milestones.
  • Interface with cross-functional teams to share and analyze test results.
  • Run a weekly review of the open issues as needed for critical milestones.
  • Monitor metrics and trends to highlight any red flags.
  • Work with Test teams (ENGPROD) to coordinate/automate where possible.
  • Interface with partners to share key project milestones, issues and test results.

Requirements:
  • Bachelor's Degree
  • Communications Management (PgM/TPgM)
    • Ability to listen effectively to stakeholders, to communicate program goals, progress, and health to them in a manner tailored to their interests and concerns at all levels, and to drive understanding and inform decisions.
    • Typical artifacts include communications plans, metrics and status reports, decision logs, newsletters, and websites.
  • Continuous Improvement (PgM/TPgM)
    • Ability to establish systems to identify improvements and drive future needs around business processes, products, or services on an ongoing basis, through measurement of performance, progress, and success metrics.
    • Typical artifacts include metric plans (e.g., leading and trailing KPIs), dashboards, trend analyzes, control charts, and retrospectives.
  • Execution and Governance (PgM/TPgM)
    • Ability to organize and manage the activities that lead to the outcomes of a project: what, who, when, and how.
    • Adjust ???levers??? (e.g., schedule, staffing, features) to deliver results on time.
    • Effectively monitor and communicate progress, risks, and mitigations.
    • Typical artifacts include governance plans, project trackers, status reports, OKRs, retrospectives, and escalation reports.
  • Managing Organizational Change (PgM/TPgM)
    • Ability to discern when a change is appropriate and to drive change across the organization, working closely with partner teams to manage and communicate changes, introducing them in the least disruptive manner.
    • Put systems and mechanisms in place to facilitate future changes.
    • Typical artifacts include rollout plans and impact analyzes.
  • Planning (PgM/TPgM)
    • Ability to identify stakeholders and work with them to strategize, plan, and prioritize objectives, estimate task durations, and ensure schedules and dependencies are aligned and support those objectives. Leverage a variety of methodologies (e.g., Agile, Waterfall) to make teams most effective.
    • Typical artifacts include proposals, program charters, project plans, OKRs, roadmaps, and risk registers.
  • Stakeholder Management (PgM/TPgM)
    • Ability to forge and maintain effective program teams within and across an organization, understand and address their needs and health, and support them throughout the lifecycle of their undertaking.
    • Typical artifacts include RACI charts, stakeholder maps, OKRs, and CSAT reports.
  • Technical Judgment (PgM/TPgM)
    • Ability to assess engineering problems (see SWE Knowledge and Skills for reference), understand the interplay between program and technical issues, and contribute to shaping technical directions.
    • Typical artifacts include technical analyzes, bugs and CLs, Eng Review presentations, and technical roadmaps and white papers.

Pay rate range: $113.36 - $129.84 hourly
