HR Director - University Libraries
HR Manager Generalist (9362GT)

Position Overview:
The Director of Human Resources (HR) provides strategic and operational HR leadership in the University of Libraries. This position reports to the University Librarian/Dean of Libraries and ensures compliance with university policies, laws, and labor contracts. They manage a team of HR professionals to guide and support all employees. This critical role is a member of the Libraries Leadership Council and collaborates with colleagues to foster a respectful and inclusive work environment.

Unit Overview
The Libraries' human resources environment encompasses approximately 300 employees within three employee classifications: labor represented, civil service, and academic professional employees. The Libraries also employ approximately 200 undergraduate students. Responsibilities for this position can be conducted in a hybrid format, with in-office work of at least three work days per week expected.

Key Responsibilities

30% - Strategic Leadership and Planning

  • Serve as a strategic partner with Libraries leadership, leading the development, implementation, and assessment of the Libraries' short-term and long-term HR strategies, including anticipation of emerging issues and trends that may impact Libraries.
  • Collaborate with Libraries' leadership in developing staffing and succession plans.
  • Promote and enable a culture that enhances diversity, equity, inclusion, accessibility, and engagement.
  • Advise and consult in HR risk management and take appropriate actions to minimize risk.

30% - Workforce Planning, Compensation, Performance Management and Engagement

  • Facilitate workforce planning with administrative and departmental leads to recruit and maintain a skilled, engaged, diverse, correctly classified workforce with fair compensation.
  • Collaborate with the Libraries' Dean and Chief Financial Officer to establish fair and sustainable compensation strategies and processes to support effective recruitment, retention, equity, merit, and awards.
  • Lead the development and delivery of Libraries' programs to develop and support managers; create and implement performance management strategies; and provide leadership and guidance on labor and employee relations issues.
  • Manage employee and labor relations issues, including investigations, disciplinary action, and grievances; serve as a management liaison for employment-related grievances, complaints, and legal action; consult on various complex, sensitive, and confidential performance issues.
  • Develop strategies to increase employee engagement, community, and belonging.
  • Understand University's HR systems and continually improve processes to deliver the most efficient and effective HR services.

20% - Supervision

  • Manage and direct a service-oriented professional HR team that provides meaningful support to all employees in Libraries.
  • Ensure the HR team has the resources, training, and knowledge to deliver HR services to the unit successfully.
  • Responsible for coaching, developing, and mentoring team members.

20% - Compliance

  • Ensure compliance with federal and state laws, University policies and procedures, rules, and collective bargaining agreements.
  • Serve as Liaison to the Office of Equity and Title IV (EOT) to ensure Libraries' compliance with EOT policies and procedures, including addressing reports or concerns involving discrimination or harassment.
  • Responsible for HR data security and integrity.


Additional Information: This is a full-time, 12-month, annual renewable academic professional position. The minimum salary is $110,000.

Qualifications

Required:

  • BS/BA degree (preferably in Human Resources) with at least eight years of experience.
  • Supervisory experience, for example, with a Human Resources team.
  • Working knowledge of employment laws, rules, and regulations affecting human resources.
  • Exceptional interpersonal, written, and verbal communication skills across all levels of an organization.
  • Demonstrated commitment to advancing equity, diversity, and inclusion while working effectively with individuals from diverse backgrounds.
  • Strong analytical skills and experience in the use of metrics.
  • Evidence of innovative problem-solving in complex contexts.

Preferred:

  • Advanced degree, preferably in Human Resources
  • SHRM or HRCI certifications.
  • Experience in higher education or similar environment.
  • Experience in the public sector working with bargaining unit contracts.
  • Skills or training in change management and conflict resolution.
