About the Job

Position Description:
This position reports to and is responsible for assisting the Associate Director of FM Research Facility Support Services. RFSS is an administrative service team charged with providing optimal facility-related services to UMN interdisciplinary research buildings and the faculty & staff within them. Since most research buildings are interdisciplinary and are not assigned to any one department or school, RFSS acts as the property manager for these vital assets of the University of Minnesota as well as advocates for the facility-related needs of the researchers and staff who work within these buildings.

The current portfolio of facilities under this service model includes Nils Hasselmo Hall, Jackson Hall, Molecular and Cellular Biology Building, 717 Delaware, Lions Research Building/McGuire Translational Research Facility, Wallin Medical Biosciences Building, Masonic Cancer Research Building, Cancer & Cardiovascular Research Building, Mayo NMR facility, Moos Tower floors 1, 2, & 5, Microbiology Research Facility, and the Masonic Institute for the Developing Brain.

Services include:
* Building access (U-Card activation)
* Key code design and key control
* Building security
* Oversight of improvement and maintenance requests
* 24/7 Liaison with University Facilities Management, PSECC monitoring, DEHS, CTS, NTS/OIT, Central Security
* Indirect oversight of building hospitality and information desk operation
* Oversight of Shared Building and Research equipment operation & maintenance
* Space inventory reporting
* Move management
* Remodel planning project management
This position will have responsibility for these services throughout the research buildings across the Health Sciences and BDD districts.

Essential Duties:
Building Management and Operations- 40%
* Serve as 24/7 liaison between Research Building Occupants, University's Facilities Management, and PSECC operations
* Serves as a 24/7 resource for the Oceasoft Alarm system for all the University Researchers and partners who utilize this system.
* Facilitate the rollout of the Oceasoft Alarm system at the University in conjunction with the RFSS Oceasoft Project Coordinator.
* Lead the design and facilitation of the training and orientation of the Oceasoft alarm system for all University personnel. May include research staff across the University, Facilities Management staff, Medical School, Cancer Center, and others, such as UHS.
* Assist with troubleshooting issues with Oceasoft through partnerships with OIT, University Services IT, and Dickson Corporation to remove barriers to the rollout.
* Lead the design and implementation of the Oceasoft response team to address firmware updates, battery changes, training, and troubleshooting needed to support more than 1700 research alarms in this system.
* Coordinate and facilitate the management of operations and repair for research core facilities such as autoclaves, water systems, dishwashers, dark rooms, conference rooms, and other shared resources.
* Monitor performance of maintenance and custodial personnel and work with FM leadership where improvement is required for optimal services.
* Space inventory reporting.
* Serve as the primary point of contact for resolving facility problems such as electrical, plumbing, and air handling problems. Works collaboratively with FM personnel to resolve any building performance issues.
* Act as first responders in event of an emergency or building disaster for fire, flood, security breaches, and medical emergencies.
* Serve as the primary interface between FM and building occupants during utility outages such as generator testing, steam outage, water outages, or electrical outages where FM service can impact research.
* Coordinate building/facility changes such as adding/modifying utilities, shelving, walls, and doors to assure compliance with University standards, budget limitations, and academic priorities.
* Facilitate building access during construction projects.
* Serve as the primary point of contact for research building modifications and improvements. Works collaboratively with FM, DEHS, and outside contractors.

Supervision - 30%
* Train; supervise/Lead building facility coordinators and Oceasoft Project Coordinator who is responsible for customer service, day-to-day operations, Oceasoft Research alarm system, and building hospitality functions.
* Foster developmental growth and improvement of building Facilities Coordinators.
* Provide performance evaluations and routine status updates to the RFSS Manager.
* Create, develop, and update performance KPIs for the department related to annual Goals & Objectives, and work plans.
* Conduct weekly status and project update meetings with Building Facility Coordinators.
* Provide oversight of staff on all improvement and maintenance requests to assure compatibility with building conditions, program needs, and academic priorities.
* Oversee all move and occupancy activities into new research buildings.
* Author and post positions to University Job Center. May include interviewing, hiring, disciplinary action, and termination of Building Facility Coordinators and student personnel as needed.

Administration - 20%
* Works within University financial system and administrative policy and procedures
* Provide maintenance of customer service tools such as online requests forms, and database upgrades
* Collaborate with IT to provide updates on web site
* At the direction of the Associate Director: plans, organizes, and directs complex administrative, operational, and budgetary tasks that have major internal operational or funding impact.
* Review and analyze alternatives and makes recommendations regarding such matters as quality improvement initiatives, budget development, administration, staffing, facilities, and productivity.
* Facilitate continuous advancement of departmental goals for improvement.

Safety & Security - 10%
* Facilitate building safety and regulatory compliance with DEHS, OSHA, RPD, and other agencies.
* Collaborate with University Security to design and facilitate controlled access to all research facilities within the portfolio.
* Supervise and oversee the development of emergency response and evacuation plans for all facilities.
* Partner with occupants to facilitate security needs for sensitive research. Occupants might include BSL3, Special Agents, and Center for Drug Design, FDA-controlled access, etc.

Qualifications

Required Qualifications:
BA/BS plus at least 5 years of experience or a combination of related education and work experience to equal 9 years.

Preferred Qualifications:

* Leadership experience - track record of leading teams through change and developing direct reports
* Knowledgeable of lean principles and KPI development and implementation
* Experience/ knowledge in research laboratory operations
* Knowledge of building management systems and of laboratory environments
* Self-motivated, able to work independently and to also work collaboratively within complex organizational systems
* Working knowledge of the University's financial system and administrative policies and procedures
* Strong communication skills (oral, written)
* Demonstrated motivational skills for employee results and initiative
* Strong customer service orientation
