WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I) DIVISION?

LARGE BUSINESS AND INTERNATIONAL DIRECTOR EASTERN COMPLIANCE DFO-ENG

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Individually, or as a team member, plans and conducts issue examinations using extensive and specialized knowledge of forestry and valuation methods, practices, and investigative audit techniques to examine and resolve various tax issues of individuals and business organizations that may include extensive subsidiaries with operations of national and/or international scope.
  • Serves as a technical forestry expert and provides analysis and development of issues that may impact tax compliance strategy and the examination program. Collaborates in the support of the identification, development, and resolution of forestry and related valuation issues.
  • Conducts field investigations of real and personal property and of documentary and accounting records of a range of individuals and small to large business organizations of varying structural complexity. Values real and personal property using generally accepted valuation principles, including market data, income and cost approaches to valuation.
  • Reviews and investigates forestry features of generally substantial and complex issues on assigned tax cases using general forestry science and related discipline principles. Tax issues associated with industries examined and involving forestry support typically include: fair market value of standing timber for determination of long term capital gains; fair market value of timber and timber properties for allocation of purchase price, for determining contribution values, for cost depletion and other valuation purposes; taxpayer's sale of timber with retained economic interest; casualty losses; and capital versus expense, e.g., reforestation, and other determinations related to the assigned case.
  • Works in partnership with the Senior Forester and Examiners in developing significant tax compliance issues, by collaborating with appropriate practice areas, examiners, Counsel, Appeals, and other specialists to leverage and expand complex issue expertise and ensure consistent application and interpretation of tax law.
Requirements Conditions of Employment

  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. BASIC REQUIREMENT: To be eligible for this position at this grade level, you must meet the basic requirements below:
A Bachelor's degree obtained from an accredited college or university in forestry or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

A. Management of Renewable Resources--study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.

B. Forest Biology--study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.

C. Forest Resource Measurements and Inventory--sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.

OR

A Graduate degree in at least one of the following: Forestry; Agronomy; Plant Physiology; Accounting; Tax Law; Agriculture; Finance; Economics; Business/MBA.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience with courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE GS-13: In addition to meeting the basic education requirement outlined above, you must have at least one (1) year of specialized experience equivalent to the GS-12 level of the normal line of progression of this position in the Federal government. Specialized experience is defined as forestry work that required and was characterized by (1) professional knowledge of forestry and related disciplines; (2) professional ability to apply such knowledge to forestry problems; and (3) positive and continuing development of professional forestry knowledge and ability. Professional knowledge of forestry includes knowledge of: (1) timber and timberland valuation methodologies; (2) timber cruising and grading for timber volume inventories; (3) logging road construction and costing; (4) general silvicultural applications; and (5) general forest products industry practices and procedures. Experience should also include effective use of communication skills to prepare oral and written technical/valuation findings.
