We are an award-winning wastewater industry leader in protecting our environment! Metropolitan Council Environmental Services (MCES). MCES operates and maintains the wastewater collection and treatment system for the Minneapolis-St. Paul seven-county metropolitan area, which includes approximately 600 miles of regional sanitary sewers and eight regional wastewater treatment plants. MCES treats an average of 250 million gallons of wastewater daily, providing cost-effective service to more than 2.6 million people in 109 customer communities. MCES treatment plants consistently earn state and national awards for complete compliance with their environmental permits. MCES also is nationally recognized for its work monitoring air and water quality and planning for a long-range water supply to meet future demand.

How your work would contribute to our organization and the Twin Cities region: The Senior Analytics Architect will provide highly technical expertise and leadership in the design, development, implementation, and maintenance of scalable data pipelines, data marts, and warehouses, API integrations for business analytics solutions. Responsible for the full data analytics development life cycle and maintenance of new/existing data marts, operational data stores, API integrations, data pipelines, and data warehouses that support the Environment Services business analytics solutions. The individual must possess a combination of DBA, database, and data mart developer skills and be the subject matter expert on data warehousing and analytics architecture, methodologies, ETL, ELT, REST API toolsets, data pipelines, data modeling, data cleansing, data quality, data design, and delivery to support large data volumes and complexity.
This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.
What you would do in this job

  • Gather requirements by understanding business processes and or collaborating with customers to create relational and or dimensional data models and business analytics models so that it becomes an integral part of the overall data warehouse architecture.
  • Design and implement data warehouse architecture and standards, data staging, and schema designs ensuring conformed dimensions, data cleansing, data quality, data standardization, and metadata management.
  • Integrate data from other disparate heterogeneous source systems using ETL, ELT, API, and data pipelines to populate modeled data structures.
  • Design and develop data integrations, data quality frameworks, data platform architecture, analytical processing tools that feed business analytics, increase data accessibility that provides necessary business reporting, and analytical and advanced analytics functionality fostering data-driven decision-making.
  • Monitor and manage data warehouse performance, perform performance tuning, disaster recovery plans, and backup and restore of data repositories.
  • Provide data warehouse project planning, organization, and management, and assemble large, complex data sets that meet business requirements.
  • Coordinate and collaborate project activities with Performance Excellence and Analytics staff, Process Computer Group staff, process engineering, business units, vendors, consultants, stakeholders, and customers to develop a strategy for long-term data platform architecture.
  • Research, evaluate, and recommend data warehousing and business analytics tools and industry best practices, document implementation, and write unit/integration tests.
  • Provide backup support to data and ETL developers for always-up and always-available service.

What education and experience are required for this job (minimum qualifications)

Bachelor's Degree in computer science, software engineering, or related field AND
Five (5) years of designing, developing, and supporting data warehouses, datamarts, all performance indicators (APIs) in a business analytics environment, JavaScript, Python, or Java development experience.
OR
Associate's Degree in computer science, software engineering, or related field AND
Seven (7) years of designing, developing, and supporting data warehouses, datamarts, all performance indicators (APIs) in a business analytics environment, JavaScript, Python, or Java development experience.

What additional skills and experience would be helpful in this job (desired qualifications):
  • Proficiency in MangoDB, No-SQL, Hadoop, Big Data analytics, and other data modeling and data management tools
  • Experience in DataOps, Internet of Things (IoT), Data and AI cloud solutions, Azure data factory, data lakes, databricks, synapse, and cloud-based data repositories etc.
  • Experience working with diverse populations of internal and external customers.
What knowledge, skills, and abilities you should have within the first six months on the job:
  • Working Knowledge of Microsoft SQL Server including but not limited to server installation, configuration, clustering, replication, SSIS, OLTP/OLAP, T-SQL, stored procedures, functions, triggers, backups/restores, security, and Analysis Services. Visual Studio.Net, .
  • Experience with semi-structured (i.e., JSON, XML, FHIR), unstructured and structured data sets.
  • Experience with analytic data platforms and data pipeline tools such as Databricks, Azure Data Factory, Fivetran & HVR.
  • Experience using and building APIs that support data pipelines.
  • Experience with ETL design and development experience preferably with SSIS or third-party tools such as Data Services, Informatica, etc.
  • Experience with cloud-based data repositories such as Snowflake, AWS Redshift, AWS S3, Azure Data Lake, and Azure Synapse.
  • Strong knowledge of data warehouse concepts such as star schemas, snowflakes, conformed dimensions (Kimball Methodology), etc.
  • Experience in data modeling includes conceptual modeling, logical modeling, physical RDBMS modeling, and dimensional modeling (fact and dimension tables) using data modeling tools such as Power Designer from Sybase, ERWIN, etc.
  • Experience in design, development, load, and support of relational and dimensional data marts and cubes for transactional and analytical solutions.
  • Experience in effective metadata management throughout the data warehousing life cycle.
  • Experience with Business Intelligence tools such as Business Objects and crystal reports, Cognos, Microsoft tools like PowerBI, etc.
  • Experience in the design and development of web services and web pages using .net framework etc.
  • Knowledge of best practices and technology operations in an always-up, always-available service, Agile Software Development methodologies.
  • Excellent analytical, research, communication (both written and verbal), interpersonal, documentation, and mentoring skills.
  • Demonstrated project leadership, communication skills, and initiative with a keen sense of customer service.
  • Excellent organizational, administrative, problem-solving, and troubleshooting skills.

Full Salary Range: $40.56-$61.20 Hourly/$84,365- $127,296 annually

Work Environment:
Hybrid/flexible hours to ensure systems uptime, data, and ETL's are always up and always available for service and support).
Work is regularly performed in a normal office environment but requires occasional local in-state travel by car to do fieldwork.
Physical Requirements:
Position may be required to sit, stand, and walk for long periods. The position is required to speak, hear, read, and write. Must have adequate close vision, distance vision, and color vision. Must possess manual dexterity to operate a computer and computer equipment. Position uses hands and fingers to handle or feel and may occasionally reach with hands and arms, turn, twist, bend at the waist, and stoop, kneel, crouch, or crawl. Must be able occasionally to lift/carry/push/pull up to 50 pounds.
