Job Description

POSITION SUMMARY

The Cultural Navigator for the MFIP Program (Navigator) effectively assists Latino participants of the Minnesota Family Investment Program (MFIP) and their families to access linguistically and culturally appropriate training and support services toward the goals of self-sufficiency. The Navigator provides resources, education, and fosters client participation to improve program outcomes for these families. The role of the Cultural Navigator is to support the efforts to achieve optimal outcomes for participants in the program, following the principles of intensive case management. This role involves forming collaborative and supporting relationships with participants and their families.

The Navigator is expected to have a high level of cultural competency with the Latino communities, as part of a supportive team is expected to participate and facilitate relevant trainings and workshops and responsible of maintaining working relationship with agencies, community organizations, volunteers, program participants and their families as well.

Schedule: Full-Time. M-F. Regularly office hours with some evenings and weekends required. 
Estimated Pay: $20.00 – $22.00/hour, depending on qualifications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

    
  • Enroll participants and their families into the MFIP program and develop Individual Plans focused on personal empowerment and participation.
  • Assess and set goals with families and prepare them to engage in activities that enhance children’s development and early learning.
  • Assist participants in accessing public and private resources to meet the goals established in the plan.
  • Coordinate activities, make referrals, and provide services related to the program including support groups, personal empowerment, parenting skills workshops and more.
  • Seek out information and resources to effectively support families in developing and reaching their goals.
  • Developing and facilitating workshops to support families in achieving stability and reaching their goals.
  • Complete all case noting, reporting and program administrative requirements using different computer databases including Workforce One.
  • The Cultural Navigator is responsible for achievement of program outcomes and be knowledgeable about contractual requirements and CLUES policies and procedures while conducting work whiting those guidelines.
  • Promote integration of services within CLUES. Services may include, but are not limited to: Education, Income Supports, Financial Empowerment, Mental Health, Chemical Dependency, Community Health, and Family Services. 
  • Document client’s activities and progress achieved by using Workforce One and case notes. Maintain organized, updated, and easy to follow case files.
  • Case note any client contact within 24 hours of event.
  • Collect and maintain all necessary client data and documentation in accordance with program requirements.
  • Maintain client confidentiality in accordance with HIPAA, agency policies and other applicable laws, regulations, and ethical standards.
  • Provide accurate and timely reports as required; follow-up to ensure the achievement of assigned program outcomes.

Other Job Duties

  • Promote the mission, operating values, and services of CLUES within the community.  
  • Provide organization-wide support and carry out other responsibilities as assigned by supervisor.

SUPERVISORY RELATIONSHIPS

  • This position has no supervisory responsibilities. 
 

QUALIFICATION REQUIREMENTS

Education, Experience & Key Abilities

  • Associate degree in social work, psychology, counseling or related field and/or a minimum of three years of related work experience required. 
  • Bilingual in English and Spanish required.
  • Experience working with culturally and linguistically diverse individuals in a service-oriented environment required. 
  • GCDF (Global Career Development Facilitator) preferred. 
  • Experience in case management preferred. 
  • Relevant experience working with Latino communities required. 
  • Knowledgeable of the immigrant journey and experience. 
  • Good understanding of MFIP and community resources in Ramsey County preferred. 
  • Can relate to, support, and collaborate with people of different backgrounds. 
  • Excellent analytical, organizational and time management skills required. 
  • Enthusiasm and commitment to work as a team member 
  • Demonstrated success in independently taking on tasks, working as a self-starter
  • Ability to provide accurate and timely reports
  • Good understanding of the school system and ability to help families navigate it. 
  • Knowledge of practices associated with evidence-based effective parenting programs preferred.

Language Skills 

  • Effective communication in English and Spanish, both verbally and in writing, required.
  • Ability to read, analyze, and interpret written materials, including reports, contracts, and proposals.
  • Ability to effectively present ideas and information in an organized and effective manner, including writing reports.
  • Ability to maintain accurate documentation and respond appropriately to questions from clients, co-workers, management and external parties.

Transportation

  • Must have a reliable motor vehicle for independent transportation, valid driver’s license, proof of automotive insurance, and maintain a good driving record. Must submit to and pass annual recertification of compliance with CLUES Automobile and Transportation Policy and driving record check.

Computer Skills 

  • Proficient working knowledge of email software, the Internet, databases, and common Windows-based programs, including Microsoft Office Word, Excel and PowerPoint required.  
  • Must be willing to attend training to advance technical skills and maintain appropriate skill levels to perform job duties. 
    

WORKING CONDITIONS

Background check

  • Must pass a criminal background check and driving record check. As a condition of continued employment, staff person may be required to submit to periodic re-verification of these background checks.
