Organizational Unit Overview
The Chief Operating Officer for ECU Physicians is responsible for all business and financial operations of ECU Physicians, the BSOM, East Carolina University (ECU) medical school faculty practice plan. In this capacity, the Chief Operating Officer for ECU Physicians advises the deans working in conjunction with the Chief Medical Officer regarding overall plans, business-related policies, and programs across all clinical departments and divisions related to faculty group practice. He/she develops, plans, directs, and controls broad administrative activities toward achieving the practice plan's business and strategic objectives consistent with the mission of BSOM and in accordance with all applicable state and local laws and policies. The Chief Operating Officer for ECU Physicians identifies opportunities for business and financial improvement and recommends specific initiatives to the deans to ensure financial viability through short- and long-range planning to achieve and maintain growth. He/she will continually evaluate and make timely adjustments to strategies and plans to meet changing national, state, and local needs.
The Chief Operating Officer for ECU Physicians is expected to work closely and collaboratively with the ECU Physician's faculty practice plan Chief Medical Officer (CMO) and the executive leadership of ECU Physician's Clinical Management Team to manage the clinical operations of ECU Physician's faculty practice plan and ensure premier customer service and high-quality care. Further, the Chief Operating Officer for ECU Physicians is expected to work closely with the clinical department chairs, clinical division leaders, and administrators and earn the trust and respect of BSOM clinical faculty. The Chief Operating Officer for ECU Physicians will direct the work of his/her staff, anticipate, and resolve problems, lead the decision-making process, provide consistent leadership, and maintain excellent interpersonal relations. This position will demand a strong strategic, business, and financial planning skill set, as well as the ability to implement relevant national and local "best practices" to address issues affecting ECU Physicians faculty practice plan
Job Duties
A. Provide Leadership and Strategic Direction - - 34%

  • Lead the development of clinical practice business strategies, establishment of practice goals, delineation of financial and operational expectations, and development of a common vision for the ECU Physician's clinical enterprise consistent with the mission of BSOM.
  • Provide administrative leadership to clinical department administrators, in concert with chairs, to promote a collaborative and productive environment that is working toward common, practice-wide strategic goals.
  • Establish financial goals and priorities and provide direction to the finance division (or if employed chief financial officer (CFO)).
  • Lead development and execution of ECU Physician's strategic plan in collaboration with BSOM leadership and under the direction of the board.
  • Serve as a business liaison among clinical departments and BSOM leadership, and ECU Health.
  • Recommend changes to the organizational structure of ECU Physician's faculty practice plan as required by the development and growth of the organization based on periodic appraisals of the organization's operational effectiveness.
  • Determine and make recommendations regarding human resource needs for practice plan operations, including recommendations for probationary actions and/or terminations to the Dean.
  • In conjunction with the CMO, review and approve all proposed business initiatives developed by clinical departments to ensure that items are financially sound and consistent with practice-wide strategic goals and the medical school mission.
  • Serve as the primary administrative representative of ECU Physician's faculty practice plan to other internal and external entities, agencies, and organizations, including the affiliated hospitals of ECU Health.


B. Manage Business Operations of ECU Physician's faculty practice plan and Clinical Operations in Consultation with the chief medical officer (CMO) - - 33%

  • Review and approve all necessary clinical operational practice policies and performance guidelines in collaboration with the CMO and establish a system to consistently monitor performance against established benchmarks.
  • Lead practice-wide strategic and business plan and implementation in consultation with clinical department chairs and administrators when appropriate/applicable.
  • Establish guidelines/parameters for clinical contracts with affiliated entities (i.e., ECU Health Medical Center) and work with clinical department chairs to negotiate and execute all professional service contracts.
  • Participate, through a lead or chief advisory role, in all negotiations with healthcare providers, including hospitals, third-party payors, and other physicians in consultation with the Dean of BSOM relative to academic programs.
  • Play a lead role in the development of multidisciplinary programs and clinical ventures with affiliated entities in collaboration with BSOM leadership and clinical department chairs.
  • Lead efforts to develop and deploy program-specific and practice-wide marketing efforts to promote a common and consistent brand for ECU Health.
  • Oversee all healthcare facility planning functions for ECU Physician's faculty practice plan, including proposed facility acquisitions in consultation with clinical department chairs and the ECU Division of Administration and Finance.
  • Work collaboratively with clinical department chairs to develop short- and long-term recruitment plans consistent with the strategic plan and within defined business and financial boundaries.
  • Develop and maintain a comprehensive understanding of all pertinent regulations, policies, procedures, and processes specific to the University of North Carolina (UNC) and ensure that all business and financial operations remain in compliance with such regulations.
  • Coordinate with the ECU Office of Institutional Integrity to maintain a current knowledge of all applicable regulations and standards to ensure ECU Physician's compliance with relevant legal issues.

C. Manage the Fiscal Activities of ECU Physician's Faculty practice plan in Conjunction with Clinical Departments and Finance Committee - - 33%

  • Oversee and be held accountable for the development and management of the annual operating and capital budget for ECU Physician's faculty practice plan.
  • Oversee the establishment of fee schedules, develop billing policies, and ensure that all professional service contracts are current and market competitive.
  • Recommend specific guidelines for the clinical component of the incentive program for the clinical faculty compensation plan on an annual basis to the Dean and finance committee of the board.
  • Determine assessments on clinical revenue to fund ECU Physician's faculty practice plan expenditures, initiatives, and fund balance requirements.
  • Provide advice and formal recommendations regarding policies and procedures for all ECU Physician's faculty practice plan funds and accounts.
  • Participate and play a lead role when appropriate in negotiations regarding joint ventures and financial risk-sharing relationships consistent with ECU Health's mission and applicable laws and regulations.
  • Oversee the preparation of financial, operational, and management reports to support the clinical practices.
  • Chief Operating Officer for ECU Physicians reports to the Chief Medical Officer (CMO) and Executive Dean and maintains an indirect reporting relationship with Dean, BSOM
  • Functional areas reporting to the Chief Operating Office for ECU Physicians (associated titles to be determined) include:
    • Finance (i.e., chief financial officer) if employed
    • Compensation and Operational Reports Analyst
    • Assistant Chairs for Administration (CADAs)
    • (direct reporting relationship - solid line)
      • Health Information Systems/Services (HISS)
      • Office of Quality and Analytics
      • Project Management Office
      • Director of Ancillary Services

  • The Chief Operating Officer for ECU Physicians will maintain a close and collaborative working relationship with the CMO and work jointly on several initiatives that will inherently extend across business and clinical operations.


Minimum Education/Experience
A master's degree in business administration, healthcare administration, or another related field is required. The Chief Operating Officer for ECU Physicians should have at least 10 years of progressively responsible direct healthcare administration experience or an equivalent combination of training and experience. The direct experience must include the management of an academic medical group or large clinical department.
