The City of Eagan is hiring a Building Inspector!
This position provides a wide variety of plan review and inspection services to ensure that all building and related codes, policies, and ordinances are effectively and equitably enforced and administered.
ESSENTIAL POSITION FUNCTIONS:
Reviews proposed plans for residential/commercial/industrial structures to ensure that they meet building, fire, plumbing, mechanical, accessibility and energy codes, as well as requirements established by the City and other agencies
Provides written report of findings to management, applicant, design professional, and/or contractor
Reviews permit applications and construction documents to ensure accurate reflection of work projected
Coordinates the approval of applications, fees, and the issuance of permits with division office support personnel
Maintains daily inspection log and related records in an up-to-date and orderly fashion to expedite division record keeping procedures
Provides information and advice to the public, architects, designers, and developers regarding the interpretation of building codes to clarify requirements for construction design, materials, and practices
Ensures that all applicable conditions and requirements of approval have been satisfied prior to issuance of permits and that adequate records are maintained
Conducts inspections on all permitted construction work involving building, mechanical, accessibility, energy, plumbing and fire protection systems to assure work is performed consistent with applicable codes and ordinances
Conducts research for special studies as assigned relating to various functions and responsibilities of the division and develops timely and complete reports and recommendations
Investigates complaints filed with the City and takes appropriate action to secure correction of problem
Responds in a prompt, positive and courteous manner over the phone and in person to inquiries from architects and designers, developers, contractors, homeowners and others regarding building and system codes, related ordinances, policies and procedures
Conducts preconstruction meetings with residential, commercial, and industrial contractors to present and explain permit and inspection requirements and procedures
Informs supervisor and field inspectors of public inquires and requests for information or inspections that relate to their areas of accountability
Meets with architects, engineers, consultants, and developers to clarify code requirements for construction design, materials, and practices
Remains knowledgeable of current codes, ordinances, policies and procedures providing accurate framework for completion of job responsibilities
Keeps abreast of new materials, equipment, and practices, as well as new or changing codes to ensure a thorough understanding of the building industry and the effective and fair administration of codes
Informs supervisor promptly of matters that are important to the City’s interest or the public health, safety, and welfare
Reports to staff, information gathered at seminars and training
Performs building inspections at construction sites to verify compliance between plans and actual construction
OTHER POSITION FUNCTIONS:
Prepares code compliance, census reports, and other reports as assigned
Prepares and conducts education programs to contractors and homeowners on code requirements
Develops and coordinates public service announcements with City Communications Coordinator
Advises other City departments of building and mechanical operational concerns with City buildings
Attends Commission and City Council meetings as requested
Performs other duties as apparent or assigned
MINIMUM QUALIFICATIONS:
3 years of experience in commercial/industrial/residential construction
Valid driver's license
Working knowledge of the State of Minnesota Building Code
Ability to communicate effectively, both orally and in writing
Ability to develop and maintain positive and effective working relationships with the general public, contractors, architects, and other employees
Capable of safely performing physical actions necessary to conduct inspections at, above, or below ground level of construction sites
DESIRED QUALIFICATIONS:
One year of municipal building inspections experience
One year of plan review experience
Familiarity with municipal ordinances and enforcement procedures
4 or 5 year apprenticeship program -OR- 2 year vocational degree in a construction field
ICBO/ICC certification as building inspector, combination inspector, or plan reviewer
Journeyman or Master Plumbing license
State Certification as a building official or equivalent
EXPECTATIONS:
Drive City vehicle to construction sites year-round in various weather conditions, including heat, rain, snow, ice, and sub-zero temperatures.
Physically able to walk over uneven terrain (including snow and ice covered)
Perform inspections at construction sites in any weather conditions
Performs construction inspections at, above, or below ground levels in buildings under construction
Lift and manipulate sets of building plans up to 40 pounds
HOURS OF WORK:
The Municipal Center hours are 8:00 a.m. to 4:30 p.m. Monday through Friday
Protective Inspections has extended business hours of 7:00 a.m. - 4:30 p.m. Monday through Friday
Position may require weekend or other evening work on occasion
