This position serves as deputy to the Director of Community Services; assists in the administration and direction of the division consisting of the following departments: Employment and Economic Assistance, Social Services, Public Health, Community Corrections, and Veteran's Services. May perform duties and responsibilities of the division director in their absence. This position also directs the Community Services Administration department that includes contracts, budget, data measurement and management, finance functions, organizational effectiveness, and other administrative functions.

At the direction of the division director, the deputy director provides executive support for overall division management and operations functions, represents the Community Services Division as needed with external stakeholders and partners and county-wide policy development workgroups. The deputy director is a member of the Community Services senior leadership team, the divisional management team, and the countywide deputy director team. In addition, provides executive support for internal and external stakeholder relationships.

Minimum Qualifications

* Bachelor's degree in Public Administration, Business Administration or a related human services field
AND
* Five years experience in areas directly related to the functions of the position in a governmental agency.
AND
* Minimum of three years of advanced supervisory level experience of professional level staff.
And
* Experience in program evaluation and/or analysis and/or project management in a business environment.

Preferred education beyond minimum requirement:
* Master's degree in Public Administration, Business Administration, Human Services or a related field.


Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Provide leadership and coordination of strategic and administrative operations across the Community Services division in collaboration with the Community Services senior leadership team.
2. Direct the operations and activities of the Community Services Administration department including:

  • Hiring and supervisory responsibilities of the department's managerial staff and oversight of support staff.
  • Oversight of the preparation and monitoring of the Community Services Administration department budget.
  • Promote staff growth and development as well as recognition.
  • Maintain effective methods of communication.
3. Support the operations and activities of the Community Services division including:
  • Coordination of the preparation and monitoring of the Community Services division budget including the annual budget process.
  • Promote staff growth and development through divisional organizational effectiveness efforts including safety related work.
  • Support divisional communications.
  • Support legislative work for the division.
  • Oversee and promote development of a data driven culture.
4. Lead or participate in projects internally and with other partners in support of division strategic goals.
5. Represent Dakota County on special committees and organizations as needed such as Association of Minnesota Counties and Minnesota Intergovernmental County Association in coordination with department leaders.
6. Provide oversight of development and review of divisional policies, procedures, and statutory requirements.
7. May temporarily assume the duties and responsibilities of the Director of Community Services as needed to manage and provide general oversight of the division in absence of the director.

  • Ability to communicate effectively both orally and in writing.
3. Knowledge of human services programs, including:
  • Broad understanding of the objectives and functions of division-wide programs.
  • Fiscal management, budgeting and contracting principles, practices, and design.
  • Governmental functions, organizations, legislative issues and concerns affecting county and state government.

WORK ENVIRONMENT: Work is performed in a hybrid model with telework, within a County office building and throughout the community. Travel is required. Lifting requirement of up to 10 pounds on an occasional basis. Equipment used may include, but is not limited to computer, printer, calculator, telephone, copy and fax machine.
