How your work would contribute to our organization and the Twin Cities region:
Under the supervision of the Senior Manager of Workforce and Equity, the Workforce and Equity Program Coordinator will provide services for the entire Environmental Services division (MCES/ES) by leading and managing comprehensive programming in support of a teaming & collaboration-centered culture across all areas of employee engagement, employee development, organizational excellence & performance, and organizational culture. This position will also lead, manage, and support various programs and initiatives related to the division's regional work/external-facing services, regional planning, and customer service, and will ensure this divisional work is done through an equity lens. Activities may include project management, data collection and interpretation, developing and leading teams, coordination of information, providing assistance and training specific to workforce, equity, and inclusion, and MCES representation on Council-wide teams.


This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.
What you would do in this job

  • Through a Diversity Equity and Inclusion (DEI) framework, develop, coordinate, and/or manage projects and initiatives including organizing and facilitating project teams, assisting in the development of project goals, priorities, and timelines, design work, and assisting with the creation of divisional communication plans.
  • Serve on division and Council training steering teams making recommendations for workforce and equity-related training and learning opportunities. May be assigned responsibilities to assist in the development of training or training materials.
  • Develop, maintain, or improve ES employee engagement programs including employee recognition, employee professional development, divisional "communities of practice" and knowledge-sharing programs.
  • In partnership with Human Resources and the Office of Equal Opportunity, support workforce and staffing strategies for ES, to develop and implement strategies to ensure equitable retention strategies, and to remedy division gaps under the Council's Affirmative Action Plan.
  • Keeps current on DEI programs and developments by building relationships with other professional associations and educational groups to continually broaden the impact of ES Diversity, Equity, and Inclusion (DEI) efforts and provide ongoing guidance to division leadership and staff. Check throughout and make sure we're being consistent in the wording of DEI efforts and provide ongoing guidance to division leadership and staff.
  • Gather and analyze data, report results, and deliver presentations.
  • Utilize communication skills both verbally and in writing to various types of audiences Create and maintain classified, confidential, and/or protected information.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of professional experience in coordinating, managing, or leading projects related to diversity, equity, and inclusion and a completed educational degree in Public Administration, Urban Planning, Business Administration, Organizational Change, Equity and Inclusion, Project Management, or a closely related field.

Your experience must include the implementation of equity inclusion programs, including experience developing communication plans, gathering and analyzing data, and delivering presentations related to diversity, equity, and inclusion programs.

  • High school diploma or/GED with seven (7) years of experience.
  • Associate degree with five (5) years of experience
  • Bachelor's degree or higher with three (3) years of experience.
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience having a lead role in creating and implementing large-scale organizational culture change programs, projects, or initiatives.
  • Knowledge of the Metropolitan Council and Metropolitan Council Environmental Services.
  • Experience working in a union environment covered by multiple bargaining agreements, preferably in the public sector.
  • Workplace Culture Change or similar certification related to organizational change or project management.
  • Experience working with diverse populations of internal and external customers.
  • Skills in conflict resolution in order to diffuse stressful situations.
  • Ability to think critically in order to make sound recommendations and decisions.
  • Intermediate to advanced -level proficiency with Microsoft Suite, SharePoint, PeopleSoft, or similar types of programs.
  • Fluency in Spanish, Afro-Asiatic Languages (such as Amharic or Somali), Hmong, Chinese, or Vietnamese in addition to English.
What knowledge, skills, and abilities you should have within the first six months on the job:
  • Knowledge of and understanding of current issues and challenges facing individuals from underserved communities in the Twin Cities.
  • Strong ability, to participate and sometimes guide conversations about race and equity.
  • Knowledge of federal and state employment regulations, including Affirmative Action, Title VII, and the ADA and their application to workforce programs and daily business activities.
  • Knowledge of labor unions and bargaining agreements.
  • Intermediate to advanced -level proficiency with Microsoft Suite, SharePoint, PeopleSoft or similar types of programs.
  • Knowledge of the Metropolitan Council and the serves that we provide to the region.

What your work environment would be:
Work is performed in a standard office setting in the administration building of the large Metropolitan treatment plant in St. Paul. Reliable, personal transportation is required as travel will be required between the primary work site and other site offices and treatment plants in the Twin Cities Metropolitan area. Other work sites may not be accessible by public transit.
