Job Description
Program Manager Rudolph Community and Care

NATURE OF WORK Under general supervision of Program Manager, performs work of moderate difficulty coordinating Independent Living Skills and/or Community Residential Setting programs; supervising staff within the program(s), and performs related work as assigned.

TYPICAL DUTIES
• Assists in the development, implementation, coordination, promotion and evaluation of Independent Living Skills (ILS) and/or Community Residential Setting (CRS) programs at Rudolph Community and Care.
• Trains all staff on the implementation of outcomes within ILS and/or CRS programs and ensure staff competence. • Assures program contract and regulatory compliance.
• Investigates and resolves complaints from persons receiving services from RCC. Also investigates and resolves complaints from any member of the support team for individuals receiving, including RCC staff.
• Participates in the development and administration of program budget, maintaining fiscal responsibility within programs.
• Prepares and maintains records and reports.
• May oversee some care and maintenance of assigned facilities and/or vehicles and equipment.
• May supervise assigned personnel, including ILS Specialists, Direct Support Professionals (DSP’s), and/or support staff.
• Prepare meeting documentation, schedule, attend, and facilitate all team meetings.
• ILS and/or DSP supervision experience, including training and retraining staff to provide quality services through program participants’ outcome achievement.
• Evaluate staff performance when implementing individual goals.

KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of:
• Independent Living Skills and/or Community Residential Setting (licensed and unlicensed) services.
• Outcome development, monitoring, and evaluation for specific programs.
• Community resources and public programs.
• State and federal programs and regulations.
• Professional community education and training techniques.

Ability to:
• Ability to recognize the need for goal revision and/or discontinuation and make necessary changes, training staff in a timely manner on those changes.
• Evaluate staff performance in implementing program goals, providing follow up as needed and appropriate regarding staffs’ ability to effectively provide quality services.
• Interpret, implement and maintain a program.
• Analyze and evaluate data.
• Address and motivate the public and professional groups.
• Perform outreach services.
• Prepare and maintain complex reports and records.
• Manage service agreements.
• Establish and maintain effective working relationships with employees, other agencies and the public.
• Follow written and verbal instructions.
• Communicate effectively verbally and in writing.

MINIMUM QUALIFICATIONS
Sixty semester hours of post-high school course work in, health, human services, education or a related field, and two years of program coordination or supervision experience; or any combination of education, training and experience that demonstrates the ability to perform the duties of the position. Eligibility to work in the United States. Valid Driver's license (some sites may require that Valid MN Driver’s License has been in place for at least 5 years, at sites that supervise minors. Clean Driving Record. Insured, reliable vehicle for use at each shift. Background clearance as required by BCA and DHS. Ability to successfully manage individuals with challenging or difficult behavior. 2-4 years of experience working with people with mental health diagnoses, intellectual, and/or other disabilities. Bachelor's Degree, CPR/First Aid Certification, and residential House Lead experience in the field are highly recommended.
