General Information

The Deputy Chief Technology Service's role is to provide vision and leadership for developing and implementing information technology initiatives. The Deputy Chief Technology Services directs the planning and implementation of Information Technology (IT) systems in support of the educational and business objectives of the organization in order to improve cost effectiveness, service quality, and business development. This individual is responsible for all aspects of the organization's information technology and systems.

This position will plan, coordinate, direct, and design all operational activities of the IT department, as well as, provide direction and support for IT solutions that enhance mission-critical educational and business operations. This position will work closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. This individual will have strong project management skills and will be able to lead and mentor small teams to deliver high-quality results.

This position reports to the Chief Operations Officer.

Qualifications

Formal Education:

  • Bachelor's degree in the field of computer science or business administration. Master's degree in one these fields preferred.

Experience:

  • 5 years experience in IT management.
  • Experience in strategic planning and execution.
  • Substantial exposure to data processing, hardware platforms, enterprise software applications, and outsourced systems.
  • Experience with systems design and development from business requirements analysis through to day-to-day management.
  • Proven experience in IT planning, organization, and development.
  • Experience in evaluating and selecting new technology; vendor contract negotiations; and vendor management.

Responsibilities

The essential functions include, but are not limited to, the following fundamental duties:

Strategy & Planning

  • Participate in the strategic and operational governance processes of the district organization as an advisor of the senior management team.
  • Lead IT strategic and operational planning to achieve business goals by fostering innovation; work with the district's IT Governance Committee to prioritizing IT initiatives, and coordinate the evaluation, deployment, and management of current and future IT systems across the organization.
  • Develop and maintain an appropriate IT organizational structure that supports the needs of the
    District.
  • Establish IT departmental goals, objectives, and operating procedures.
  • Manage IT department operational and strategic planning, including business requirements, data management, project planning, and organizing and negotiating the allocation of resources.
  • Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.
  • Assess and communicate risks associated with IT investments.
  • Develop, track, and control the information technology annual operating and capital budgets.
  • Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
  • Direct the development and execution of an enterprise-wide disaster recovery and business continuity plan.

Acquisition & Deployment

  • Coordinate and facilitate consultation with stakeholders to define business and systems requirements for new technology implementations.
  • Institute best practices for the selection of new technology, management of projects and the deployment of new acquisitions.
  • Review technology (hardware, software and services) acquisition and maintenance contracts to ensure the contract meets the District's technology standards and direction.
  • Define and communicate the District's plans, policies, and standards for the organization for acquiring, implementing, and operating IT systems.

Operational Management

  • Authorize and oversee the deployment, monitoring, maintenance, development, and support of all hardware and software based on department needs and service level agreements.
  • Ensure IT system operation adheres to applicable laws and regulations.
  • Direct research on potential technology solutions and implementations in support of new initiatives, opportunities, and procurement efforts.
  • Oversee provision of end-user services, including service desk and technical support services.
  • Benchmark, analyze, and make recommendations for the improvement of the IT infrastructure and IT systems.
  • Establish IT departmental goals, objectives, and operating procedures consistent with District strategic plans.
  • Develop, track, and control the IT annual operating and capital budgets.
  • Develop and implement IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision.
  • Oversee the negotiation and administration of vendor, outsourcer, and consultant contracts and service agreements.
  • Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions.
  • Direct development and execution of an enterprise-wide disaster recovery and business continuity plan.
  • Establish and maintain regular written and in-person communications with the organization's executives, department heads, and end users regarding pertinent IT activities.
  • Contribute to the District's Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and thealignment and sustainability of resources.
  • Perform other related duties as assigned.

Pay,Benefits, & Work Schedule

This position is part of the Superintendency bargaining unit. Salary and benefits are in accordance with the negotiated labor agreement. The salary ranges from $116,385 to $133,219 depending upon the qualifications of the selected candidate.
