Mission Statement
“The mission of Rule 36 Limited Partnerships of Duluth is to provide secure and comfortable accommodations for individuals with disabilities. By improving quality of life through a variety of residential services and focusing on respecting individual care needs, we foster hope and independence to those living in our residences. Welcome home.”

Our History & Development
Rule 36 first formed in 1992 and operated three group homes throughout Minnesota. Since then our company has grown, both in size and services. Today we operate 24 group homes across the state and provide services for those who are mentally disabled, those suffering from addiction problems and/or other ailments. We are able to provide in-patient and out-patient care, as well as assisted living services; whichever is best suitable for the individual patient.

Many of the original homes acquired over the years have been renamed and evolved into different and more sought after uses; as of 2009, Rule 36 Limited Partnerships of Duluth I, II, III, IV and V, currently operate with a capacity to serve 159 residential clients spread throughout:

  • 17 – Corporate Adult Foster Care homes
  • 5 – Intensive Rehabilitation Treatment Services (IRTS) homes
  • 1 – Assisted Living facility
  • 1 – Residential Substance Use and Co-Occurring Disorders program
  • 2 – Outpatient Substance Use and Co-Occurring Disorders programs

“I am letting you know how much I have liked working with [Rule 36 facility] staff. They have been supportive to the mental health- chemical dependent client who has been there for 90 days. They have been helpful getting the client to staffings. They have gotten her to other mental health counseling sessions. They are always knowing where and what the client is doing. The building is always clean. They know what meds she is on. They give me good feedback and also give me good information when I call the office.” — Family Member of Client
